The Book of Ezra Chapter 4, Opposition by The Elamites

Most of this Chapter will cover the opposition who see this new threat of power which The Jews seem to have as they work on the restoration of The Temple with Cyrus,Xerxes and Artaxerxes. Work comes to a stop until the Second year of reign of Darius, King of Persia.

Names like Bishlam, Mithredath, Tabbl, Rehum, Shimshai, The Elamites, those whom Osnappaar deported to Sumaria are now causing a slow down in Jerusalem with the restoration of The Temple.

Ezra 4:5-6, Frustrations and Accusation

We will see that the Elamites now hire lawyers to cause frustration and bring charges against the returning peoples work on The Temple. Lets read verse 5 and 6.

5 and hired counselors against them to frustrate their purpose all the days of Cyrus King of Persia, even until the reign of Darius King of Persia. 6 In the reign of King Ahasuerus, in the beginning of his reign, they wrote an accusation against the inhabitants of Judah and Jerusalem.

So this slow down has continued on The Temple till we come to a third King of Persia. Thats 1-Cyrus, 2-Darius, 3-Ahasuerus and still The Elamites are causing very little work to be done because of their accusations against the returning people of Judah and Benjamin.

According to Jewish understanding, the Elamites were Among the Samaritans (Cutheans of 2 Kings 17)

The Cutheans were non-Jews brought by the Assyrian king from Cutah and other lands, and who were resettled in the cities of Samaria, as related in II K. 17. They are called "Cutheans," since most of them were brought from the city of Cutah; they are also called "Samaritans," after the cities of Samaria, in which they were resettled by the Assyrian king.

The Cutheans observed many of the mitzvot in the Torah, as well as many Rabbinic ordinances; it was even said of them, "A mitzvah which the Cutheans have adopted, they observe with minute care, even more than the Israelites" (Kidd. 71a), but they were unfamiliar with the fine points of many mitzvot; they even established Mount Gerizim as the site of their sanctuary, in place of the Temple in Jerusalem, and did not make pilgrimages to Jerusalem, because of their hatred for the city.

Some Sages hold that they are converts due to lions, they accepted the observance of the mitzvot only out of fear of the lions who were attacking them, while they in fact retained their idolatrous practices, as related in the Bible, "And so it was, at the beginning of their dwelling there, that they feared not the L-rd; therefore the L-rd sent lions among them, which killed some of them.... Then the King of Assyria commanded, saying: 'Carry to there one of the priests whom you brought from there ... and let him teach them the manner of the G-d of the land.' So one of the priests came ... and taught them how they should fear the Lord. Howbeit every nation made gods of their own.... They feared the L-rd, and served their own gods" (II K. 17:25-33). Other Sages hold that they are sincere converts, for they later converted wholeheartedly, and they are considered as Jews.
