Martin Luther

Can anyone tell me in what work of Luther appears the following quote:
"For it is our neighbor who needs our service; God in heaven needs it not." This quote has been paraphrased to "God does not need your good works. But your neighbor does."

I have searched extensively but have not found the primary source for the quote. Is it truly Luther's quote, if so, can someone tell me the source?
