"Extraneous" space

In a book that I am currently editing, I see in the page scans that there is usually a space before semi-colons, colons and question marks. Does this "extra" space need to be enforced in the book by adding the html code of " " ?

re: feedback

You're very welcome. Feel free to also post questions on editing and proofreading in the "Volunteers for Proofreading, etc." group. If posted there, others working on the documents will have the benefit of the question and (hopefully) and answer. Or, if you want, feel free to e-mail me personally. I wish I had an answer or suggestion on your numbering question, but I'll have to leave that to others to answer.
