NOTE.
In the present edition I have added, at the close of this
volume, an important document—namely, the Encyclical Letter of Pope Leo XIII., on the Christian
constitution and government of States. It is closely connected with the famous Syllabus of his predecessor,
Pius IX. (vol. II. pp. 213–233), and sets forth more fully the papal or mediæval theory of the
relation between Church and State.
